Członek, a później także przewodniczący Niezależnego Zrzeszenia Studentów Uniwersytetu Wrocławskiego. Prezydent Wrocławia w latach 1990-2001. Poseł kilku kadencji i senator. W latach 2006-2007 przewodniczący klubu parlamentarnego Platformy Obywatelskiej, a następnie do 2014 r. minister kultury i dziedzictwa narodowego. W latach 2014-2019 deputowany Parlamentu Europejskiego. Wielokrotnie odznaczany, wyróżniany i nagradzany.
